鄉村地區佔香港土地面積超過30%,對香港未來舉足輕重。可是,由於管理不善,自然環境不斷被破壞、有法不依情況普遍,公共服務水平改善緩慢,離開永續發展的目標愈來愈遠。
要改革新界鄉村治理,需要有願景、策略和廣泛的民主參與。二戰後建立的「村代表——鄉事委員會——鄉議局」三層代議架構,為我們建立了穩固基礎,但也急需開放改革,以突破權力壟斷,吸引更多居民願意為鄉村貢獻所長。
因此,立法會議員朱凱廸、創建香港司馬文與一班鄉村居民,共同發表《綠色鄉村約章初稿》,邀請居民擬定未來願景,並呼籲大家積極於7月16日前登記成為村代表選舉選民,發揮影響力。

Village areas constitute over 30% of our land and are key to the future success of Hong Kong. Unfortunately, the current development of our villages is unsustainable due to mismanagement, environmental pollution, illegal practices and the limited public services available.
To reform the governance of our villages, we need vision, tactics and participation in the village and rural committees. The three-tier system of the Heung Yee Kuk created after the 2nd World War is the foundation of village governance. Reform of this system requires energy, enthusiasm and commitment from more village residents.
Law maker Eddie CHU and Paul Zimmerman, CEO of Designing Hong Kong, invite all villagers to help finalise a !'Village Charter!( as a vision for the Rural Representative Elections in January 2019. Foremost, we urge all eligible residents to make their voice heard, and to register as voters for the Rural Representative Elections before the deadline: 16 July 2018.
